[한국태권도신문] 박대성 전 대한태권도협회 이사가 9월 6일(화) 오전 11시 국기원에 위치한 윤곡정에서 오는 10월 6일 치러지는 제6대 국기원장선거에 출마를 공식 선언했다.
김운용 원장님의 아호를 따서 지은 윤곡정에서 출마선언을 하게 된 배경은 국기원의 상징성과 김운용 원장님의 뜻을 되새겨 국기원을 반석위에 세우기 위함이라고 밝혔다.
박대성 전 이사는 미리 준비해 온 출마선언문을 통해 국기원장선거 출마에 대한 자신감을 표명하며 스마트한 시대에 맞는 참신한 50대! 젊은 추진력! 젊은 행정력! 젊은 감각! 젊은 생각으로 희망찬 미래의 태권도를 새롭게 열어가는 건강한 국기원으로 만들고 싶다고 했다.
출마선언문 낭독 후 기자들과의 질의응답에서 박 전 이사는 “우선 국기원장이 되면 코로나 사태로 힘들어 하는 등록도장에 현실적으로 도움이 되는 정책을 최우선적으로 실행 하겠다며 1품 심사의 연령이 낮아진 만큼 1품 심사의 기준을 현재 1장~8장에서 1장~4장 또는 5장으로 변경하여 지도에 부담을 덜어드리도록 하겠다.”라며 힘줘 말했다.
이어 “고단자 심사 및 각종 교육·연수에 대해서는 현실적으로 도장 운영을 하는 지도자들이 평일에 참여하기가 어려운 상황이다. 탄력적인 교육일정으로 주중 교육을 피하고 주말에 집중 진행하여 지도자들의 참여가 쉽고 더 도움이 되도록 편의를 제공하겠다.”라고 말했다.
또한 “이사가 이사를 뽑는 모순된 국기원 이사 제도를 개선하고 국기원장 선거도 현재 약 1.200여 명의 지도자가 투표하는 것도 많이 발전하여 좋은 방향이지만 온라인 투표로도 쉽게 가능한 만큼 전체 회원이 직접 선거를 통해 국기원장을 선출하는 방법으로 바꾸겠다.”라고 밝혔다.
일선 도장의 지도자들이 많은 관심을 갖고 있는 티콘(TCON) 시스템에 대해서는 학부모와 도장지도자 모두가 힘들어 하는 시스템이다. “국기원이 최우선시 해야 할 것은 도장지원 사업이다. 티콘(TCON) 시스템을 도입하는데 많은 돈이 들어갔다고 하지만 돈이 문제가 아닌 앞으로 50년을 준비해야 하는 이 시기에 회원들이 불편하다면 법의 테두리 안에서 신중하게 판단하여 전면 재검토 또는 수정, 폐지를 해야 한다고 생각한다.”라고 말했다.
외국에서도 티콘(TCON) 시스템을 계속 사용하게 되면 개인정보 유출 우려 및 그와 관련하여 국가 차원에서 제재를 가할 수도 있어 해외사범님들의 절반이상은 국기원 단증을 거부하는 현상이 나타날 수도 있다며 우려를 표했다.
그리고 국기원장선거에 출마하기에는 젊지안느냐는 질문에 “국기원장 후보로서 50대 중반의 나이는 여러 가지 장점이 있다고 생각한다. 도장 관장님들의 평균 연령대가 30~40대가 많은데 함께 소통하고 일하고 싶다. 그리고 다른 후보와는 다르게 제도권과의 빚이 없고 여러 가지 행정 경험과 도장 운영 및 심판 경험, 내부 사정 등을 잘 알고 있다고 생각하고 현장과 제도권을 조화롭게 운영하겠다.”라고 밝혔다.
또한, 선거중간에 유력인사와 딜해서 인지도만 높이고 등록은 하지 않을 것이라는 소문이 있다는 질문에는 자리를 탐하거나 기득권 세력과는 절대 딜하지 않을 것이며 끝까지 완주할 것이다. 반드시 당선되어 변화와 젊은 행정력을 필요로 하는 국기원을 쇄신시켜 등록도장 지도자들에게 돌려드리겠다며 단호한 어조로 답했다.

안녕하십니까
사랑하는 세계 태권도 가족 여러분!
도복 하나 달랑 메고 세계 오지를 마다하지 않고 태권도의 씨를 뿌려 세계태권도본부 이자 중앙도장 국기원 50년을 이루어 주신 태권도 선배님들의 노고에 진심으로 존경을 표합니다.
이제는 새로운 국기원의 50년을 준비해야 할 때라고 생각됩니다. 세상은 상상할 수 없을 만큼 빠른 속도로 변화고 있는데 우리 태권도의 심장 국기원은 변화하지 못하고, 나아가야 할 방향조차 정확하게 제시해 주지 못하고 있어 많은 태권도 지도자들이 더 큰 어려움에 직면하고 있습니다.
저는 변화와 혁신 그리고 제도개혁을 통해 국기원을 쇄신하고 등록도장 지도자들에게 희망을 드리기 위해 국기원장 선거를 당당히 준비하고 있는 50대 기수 박대성 입니다.
국기원이 변화면 태권도가 변하고 태권도장에 희망을 줄 수 있습니다. 늦었지만 이제는 변화해야 합니다. 심사제도, 교육제도, 인사제도, 행정 시스템을 혁신하여 태권도장에 희망을 주고 국기원을 여러분과 함께 살려내고 싶습니다. 변화와 혁신은 말로만은 안됩니다. 사람을 바꾸고 제도를 바꿔야 국기원의 변화는 시작될 것입니다.
코로나로 사랑스런 제자들의 눈만 보며 지도한지가 벌써 3년이 다 되어 가며 경제적 어려움은 점점 심화되어 더 이상 버틸 힘이 없다는 지도자들이 늘어나고 있습니다.
저출산, 코로나, 정책부재, 태권도 가치하락 등 여러원인이 있겠지만 이러한 위기를 극복할 미래에 대한 비젼제시가 없다는 것과 준비조차 하지 않는다는 것이 더 큰 문제입니다.
국기원이 도장 지원사업, 태권도 홍보사업 등 본연의 역할을 못하고 있어 지도자들이 미래에 대한 희망을 잃고 국기원을 외면하고 태권도 지도자의 길을 포기하는 사례가 늘고 있는 것입니다.
태권도 지도자들이 어려운 지금 이 시기에 믿고 의지하고 희망을 줄 수 있는 역할을 국기원이 해야 합니다. 새로운 국기원은 등록도장 지도자들에게 무엇을 해줄 수 있는가? 무엇을 해줄 것인가? 를 고민하고 제시해 주어야 합니다.
지금은 도장이 필요한 현실성 있는 민생과 현안을 최우선으로 해결해 줄 수 있는 국기원으로 변화시켜야 합니다.
Tcon 시스템 전면 재검토, 민원시스템 확충 등 현안을 빠른 시일 내 해결하여 도장운영에 불편함을 없애는 것이 국기원이 당장 해야 할 일입니다. 개인이 건강을 잃는 것과 단체가 기능을 상실하는 것은 소통이 되지 않아 일어나는 경우가 대부분입니다.
개인의 경우 머리에서 통하지 않으면 뇌경색이 되며 가슴에서 통하지 않으면 심근경색이 되듯이 단체가 회원들과 소통하지 않으면 많은 회원들이 어려움에 빠지게 되며 이러한 단체의 미래는 희망이 보이지 않습니다.
회원들과 소통하는 국기원! 미래의 비전을 제시하는 국기원! 실질적인 도장 지원정책을 최우선으로 하는 국기원을 만들기 위해 스마트한 시대에 맞는 참신한 50대! 젊은 추진력! 젊은 행정력! 젊은 감각! 젊은 생각으로 희망찬 미래의 태권도를 새롭게 열어가는 건강한 국기원으로 만들고 싶습니다.
자랑스런 태권도인들에게 약속 드립니다. 국기원을 국기원의 주인인 등록도장 지도자 여러분들에게 돌려 드리겠습니다. 이제 일어나 기본과 상식이 통하는 건강한 국기원을 함께 만들어 갑시다.

Statement of Candidacy
Hello, world Taekwondo family!
Before I begin, I would like to pay my deepest respect to the precursorsand masters, who first planted and then spread the seed of Taekwondo across the world.While wearing Dobokon their proud shoulders, you've represented the culture with honor and dignity and have established first 50 years of Kukkiwon as the world-class Taekwondo Headquarters as well as the home of the World Taekwondo Studio.
I believe now is the time to prepare for the next 50 years ofKukkiwon.
The world is changing at an unimaginable pace. Yet Kukkiwon—the heart of our taekwondo—is stagnant. Many Taekwondomasters face challenges without guidance on where to go next.
I am Dae-sung Park, a candidate running for the Presidential Election at Kukkiwon, aspiring torenew Kukkiwon through change, innovation, and institutional reform to bring a hopeful future for Taekwondomasters studios. Kukkiwon should initiate these changes for the betterment of the entire Taekwondopopulation. Thiscannot be done without reviving local Taekwon-Dojangsand studios to help them become a vibrant hub for Taekwondo players .
It is never too late to makes changes and reevaluate our past for the better future.I wish to revive Kukkiwonby reforming evaluation, personnel, and administrative systems. Change and innovation only happen throughtrue action, not just words. Institutional developement of Kukkiwonis only possible through new people and new policies in position.
Due to the pandemic, much has been lost in the last 3 years. The inability to practice in person with our beloved trainees has led to many closures and loss of culture and community for so many people. This cause many Taekwon-Dojangs and studios to face severe economic crisis in maintaining their place of training and way of mainataining their livelyhood by doing what they love : training Taekwondo. Low birth rates, COVID-19, and the diminishing value of Taekwondo all contribute to the current crisis.However, the fundemental problem is that there is no future vision to overcome these crises or at least help Taekwondo masters to be prepared for the problems that they might face.
As Kukkiwon struggles to fulfill its core purpose of supporting and promoting Taekwondo studios world-wide, an increasing number of leaders are losing hope for the future and turning away from Kukkiwon.
Kukkiwon must fulfill its role and responsibility of serving and gaining the trust of Taekwondo masters by being a reliable source of help and aid. The new Kukkiwon must consider what it can do to benefit the Taekwondo population, and exactly how Kukkiwon wll carry out the task. Right now, we need Kukkiwon to be responsive in dealing with the pressing issues of today and offer realistic countermeasures so that Taekwondo studios can eliminate the inconvenience of studio operation. This may include a comprehensive review of the T-con system and expansion of the civil service system as soon as possible.
An individuas's loss of health, and an organization's loss of fuction are mostly caused by a lack of communication. Slower circulation among body organs cause severe malfunction of our body. Lack of circulation in our brains cause cerebral infarction and when it happens in one's chest, one might face myocardial infarction. Similarly, if an organization does not communicate well with its members, it drives them into series of difficulties and inables it to develop or even have hope for the future.

This is the type of Kukkiwon that I, Dae-sung Park, am ready to make.

全世界亲爱的跆拳道家人们，你们好！我是国技院院长选举候选人朴大成。
首先在此，向不惜身穿道服奔赴全世界偏远地区，播撒下跆拳道的种子，让世界跆拳道总部“国技院”能够持续50年的跆拳道前辈们的辛勤付出表示由衷的敬意。现在我认为国技院要准备新的50年了。
世界正在以难以想象的速度变化着，但我们跆拳道的心脏——“国技院”却没有在变化，甚至没有提供一个准确的方向，让许多跆拳道指导者面临更大的困难。我是通过变革、创新和体制改革来改变国技院，并为注册跆拳道馆的指导者带来希望，正在堂堂正正地为国技院院长选举做准备的50岁的代表——朴大成。
如果国技院有变化，跆拳道就可以有变化，那么就可以为跆拳道馆带来希望。虽然迟到了一点，但现在必须改变。我想通过改革审核制度、教育制度、人事制度、行政制度，给跆拳道带来希望，和大家一起拯救国技院。想要改变和创新不能仅仅只是说空话，国技院的改变只有在人和机构改变时才会开始有变化。
我自己心爱的弟子们已经指导学生三年了，由于新冠疫情，我亲眼看着他们经济困难越来越严重，越来越多的指导者说他们再也承受不下去了。虽然这其中有低出生率、新冠肺炎、政策缺失、跆拳道价值下降等原因，更大的问题是，国技院没有克服这场危机的远景规划，甚至从一开始都没有准备克服才是最大的问题。由于国技院的道馆援助工作、跆拳道宣传工作等原本的角色没有发挥作用，因此指导者们对未来失去希望、背弃国技院、放弃跆拳道的案例越来越多。国技院更应该扮演一个跆拳道指导者们可以信任和依靠的角色，在这个困难时期给予指导者希望。新的国技院应该考虑并提出能够为注册的跆拳道馆做些什么，能够带来什么。现在，我们最先需要把国技院变成一个可以解决跆拳道馆当前问题和现实性民生问题的国技院。国技院现在应该做的是尽快解决Tcon系统的全面检讨、民事投诉系统的扩充等问题，消除跆拳道馆经营的不便。
一个人的失去健康和组织功能丧失大多是由于缺乏沟通所造成的。血液不经过脑袋的话就会造成脑梗塞，不经过胸口的话就会造成心肌梗塞。就如组织不与会员沟通的话，便会让许多会员陷入困境，那么这个团体的未来也将会是黯淡无光的。
与会员交流的国技院！提出未来规划的国技院！最优先采用实际性的道馆援助政策，并建立能够适应智能时代创新的50岁代表！年轻的推进力！年轻的行政能力！年轻的感知能力！我想用年轻的想法创造一个健康的国技院，开启一个充满希望的跆拳道新未来！

¡Hola, familia mundial de Taekwondo!
Antes de comenzar, me gustaría presentar mi más profundo respeto a los precursores y maestros, quienes primero plantaron y luego esparcieron la semilla del Taekwondo en todo el mundo. Mientras llevaba Dobok sobre sus orgullosos hombros, han representado la cultura con honor y dignidad y han establecido los primeros 50 años de Kukkiwon como la sede mundial de Taekwondo, así como el hogar del World Taekwondo Studio.
Creo que ahora es el momento de preparar para los próximos 50 años de Kukkiwon.
El mundo está cambiando a un ritmo inimaginable. Sin embargo, Kukkiwon, el corazón de nuestro taekwondo, está estancado. Muchos maestros de Taekwondo enfrentan desafíos sin orientaciones sobre a dónde ir a continuar.
Soy Dae-sung Park, candidato a las elecciones presidenciales en Kukkiwon, aspirando a renovar Kukkiwon a través del cambio, la innovación y la reforma institucional para brindar un futuro esperanzador a los estudios de maestros de Taekwondo. Kukkiwon debería iniciar estos cambios para el mejoramiento de toda la población de Taekwondo. Esto no se puede hacer sin revivir los estudios locales de Taekwon-Dojang y para ayudarlos a convertirse en un centro vibrante para los jugadores de Taekwondo.

El desarrollo institucional de Kukkiwon solo es posible a través de nuevas personas y nuevas políticas en el cargo.
Debido a la pandemia, se ha perdido mucho en los últimos 3 años. La incapacidad de practicar en persona con nuestros queridos aprendices ha provocado muchos cierres y la pérdida de cultura y comunidad para muchas personas. Esto hace que muchos Taekwon-Dojangs y estudios se enfrenten a una grave crisis económica para mantener su lugar de entrenamiento y la forma de mantener su barrio animado haciendo lo que aman: entrenar Taekwondo. Las bajas tasas de natalidad, el COVID-19 y la disminución del valor del Taekwondo contribuyen a la crisis actual. Sin embargo, el problema de fondo es que no existe una visión de futuro para superar estas crisis o al menos ayudar a los maestros de Taekwondo a estar preparados para los problemas que puedan enfrentar.
Mientras Kukkiwon se esfuerza por cumplir su propósito principal de apoyar y promover los estudios de Taekwondo en todo el mundo, un número cada vez mayor de líderes pierde la esperanza en el futuro y se aleja de Kukkiwon.
Kukkiwon debe cumplir con su función y responsabilidad de servir y ganarse la confianza de los maestros de Taekwondo siendo una fuente confiable de ayuda y apoyo. El nuevo Kukkiwon debe considerar qué puede hacer para beneficiar a la población de Taekwondo y cómo exactamente Kukkiwon llevará a cabo la tarea. En este momento, necesitamos que Kukkiwon responda a los problemas apremiantes de hoy y ofrezca contramedidas realistas para que los estudios de Taekwondo puedan eliminar los inconvenientes de la operación del estudio. Esto puede incluir una revisión integral del sistema T-con y la expansión del sistema de servicio civil lo antes posible.
